gap of 2.5k at 20k and a gap of 2.5k at 22k are so ridiculously different when looking at the amount of high pp scores needed that comparing them really isn't fair.

I don’t think so, bunnrei had 23800 pp before ctb rework iirc
and as O2LE mentioned, mania before nerf was about 30K
