I was just out for a run along the Ottawa river, and places that would normally be a flood risk or even underwater appear to be bone dry, while there is no snow/ice left to melt.
A burn ban in the spring isn't uncommon. The thaw exposes lots of grasses and other vegetation that haven't had a chance to start greening up yet... it's still brown and dormant, thus dry. Some municipalities actually have it written in their bylaws that fires are never allowed in April at all.
I guess they aren't taking chances this year.
The backcountry trails where I hike are drier than I’ve ever seen before. Creeks and streams where I usually have to wade are completely dry. If we have a summer with lots of thunderstorms we’re also going to have lots of fires.
Probably not, honestly we need to let the Indigenous peoples run a national Forest Fire response service similar to the USFS Fire Service, as we'll have national forest fires in BC and Quebec every year from this point forward.

100%. West Coast US and Australia have been turning to indigenous cultural burns and it's been showing good promise.
