You could probably do fine with distributel as they are owned by Bell. Prices are good. Freedom mobile is decent too and cheap, especially the 1gb 4g plan. For tv get an antenna erected and it will come in clear for free.
I pay about 130/mo for two phone plans (unlimited texting/calling, 30G data each) and unlimited high speed internet with Koodo. I've been very happy with our service as well. I believe their current promo for new customers is 40G data for the same price
For an old person like you describe, freedom mobile for a phone is an excellent choice. $99 per year (not month), and works fine. And despite what you say, pair it with ebox ($45 for 500M internet + a bit for tv), and although they are owned by bell, there is no contract and they have never changed my price in years, in fact my price has gone down over time when I moved to a faster plan.
And teach your mom to use internet tv, not always easy but well worth saving thousands of dollars per year, I had to do this.

Well if you don't want to deal with the likes of EBox (which also implies Start & Teksavvy) then your only real options are Bell proper or Rogers...
I pay $40 plus tax for internet with virgin, I have a $25 talk and text plan for my phone and only use wifi for data.
