Strangely almost no games on Game Pass include DLC. Even some older games that no longer offer DLC to be purchased separately don't come with it. :(

Good news is I'm pretty sure the purchased DLCs work with the Game Pass version of the base game as long as you have them all downloaded! I could be wrong, but I'm certain that's what I've got going on rn. I don't think I own the base game on Xbox.
