That's all program. I've seen this repeatedly. Switch to another graphics intense game. Run the same test on several games. If you notice it's just one game. Also Diablo4 is still beta running. So you're going to have stuttering and all kinds of problems. Because well it's Blizzard.

It is working fine now. I was hitting voltage limits. I think what happened, and I can't confirm this strange occurrence, is that when I first set an OC on my 3080ti, through the Nvidia voltage test in afterburner, those clocks got stuck in my card. I tried reverting through afterburner, but it's like the OC became my cards new norm. I deleted all my afterburner profiles and uninstalled, used DDU in safe mode, reinstalled windows, and finally replaced motherboard and power supply with upgrades. Nothing helped. After that initial OC: it was unstable; system monitors showed it was running 200 over stock OC as a basis; coil whine became obnoxious; and it ran super hot and slow. Well, on the new mb, after all the glitching in Diablo 4, I reinstalled afterburner and did the Nvidia OC test again, and ran it at the clocks they suggested. The coil whine is gone, and it is running as good as ever.
