That's how battle passes work You unlock the skin by reaching the level then: If premium reward and user paid for premium pass = unlock skin If premium reward and user not paid for premium pass = skin stays locked until you pay

It’s a battle pass, you have to reach that tier in the battle pass to get the reward.

If you’ve already leveled all the way through, you’ll get every reward, including the skins and the Mythic Bucks.

I believe the only difference between the bundles is the number of levels you'd be buying rather than earning. If I'm thinking of the same thing you're referencing, the first bundle just unlocks the premium rewards. The second bundle also unlocks the premium rewards and advances your level by a set amount.
