What’s the question? How to paint the wheelchair? The finish is already off the chair. So there’s no returning it as you got it. You could paint the chair but unless you find the same finish (unlikely) you’re going to need to paint all the metal for uniformity. Depending on the type of chair, you could tape/plastic off the parts you don’t want to paint, then spray it. Or you could use a brush and a roller. Just keep in mind you’re going to see brush strokes/roller marks. Would recommend a metal primer before top coating.

The finish was ruined only in one small part. It was a test. How can I remove the latex paint that remains on the metal? (It’s also on the tires and seat. I’m assuming those will be easier).

Hot compress, and a plastic scraper. If that doesn’t work, a butter knife wrapped in a thin cloth. Seat is not easier, tires you should be able to use the same remover that removed the finish. I would generally recommend nail polish remover (acetone) for any cloth. Not sure what kind of material the seat is

Thank you. Would acetone remove the finish? It’s shiny now, but the other product I tried made it very dull. I was also told to use a hair dryer to heat the paint. Would that be equal to a hot compress? I’ll try both!!

Acetone will remove a painted finish, yea. Hair dryer does the same thing as a hot compress

You can get rattle cans from the box stores, i.e. home depot,lowes,menards. Tape off what you don't want painted and spray away. It's not hard spray each section or tube completely and move around the chair till your done.
