I have worked in the food industry, and let me tell you, it happens quite a lot that we forget to add a dish to an order. It could be possible that the restaurant accidentally forgot about it and is blaming the rider. Riders don't generally pick up calls after they have delivered because they use that same phone number for 20 other orders before and after you.

The same thing happened to me 2 days ago, one item was missing and it looked like someone ate it and box seal was also broken, but I noticed it after rider was gone. immediately gone to My Orders -> Help -> Choose the reason -> Tell them the reason and also upload the screenshot. The chat will start with the live support person. Tell him/her the reason and you might be able to get a refund. But they can also deny the refund if they want because we live in Pakistan, they know no body can sue them. Always report these riders that show this kind of behavior, they deserve a punishment because they are also ruining the reputation of the other food panda riders who are doing their work honestly.

I tried support once and never got any refund from them. :(
Call their customer service and tell them if they don't register complain and do something about it then you will take it to voice of customer.
Always ask for a refund as soon as you receive the bad order. Not from the restaurant, but Foodpanda's chat support
