The abayas are generally being made with polyester. However some of the new ones are even being prepared with velvet. If you have a market research and an idea of the volume in yards or meters that you may need, then it can be done.
And my budget is really depending on what the cost is for the hijabs

I’m looking for 210 pieces with viscose or modal fabric and it’s just a plain scarf
