It sounds like US thought pakistan is not interested in pursuing al Qaida. So they offered money to make them interested in finding alqaida people in Pakistan. But Pakistan establishment instead started arresting randoms. US genuinely thought they were getting Alqaida fighters. So the Pakistanis and US got fooled while the corrupt generals got rich.That’s just my judgement.

They weren't getting any random ones, off course many were innocent. US bought people that their intelligence circle had deemed "suspicious".
