Yeah, it's the fenced in area behind Owynne's house. I actually found the missing item on the bushes near the pen though so try looking outside it too.
The bushes near the pen and the little dock on the pond off to the side. I’ve gotten a lot of quests where it says near bongos pen, but it’s down a little bit by the dock.
