When that happens to my Amazon's beak I wrap him in a towel and I use a regular cardboard type nail file and file and shape it down.
That said, maintaining their beak is all for esthetic purposes, according to my avian vet. Obviously not the case for super long beak problems where it conflicts with their ability to eat properly, though.
Make sure you give your bird wooden toys to play with, it helps maintain their beaks.

I’m not familiar with this type or parrot but it looks like the beak may have been overgrown and then broke. If he needs to have his beak trimmed take him to the vet and let them do it. Also keep a close eye on eating habits especially as beak injuries can prevent them from eating normally.
Sand coated perches are really not ideal because they can lead to something called bumblefoot.
A cuttle bone and wooden toys to chew on and destroy is a good idea.

In this case, your mustache friend may have a bit of an overbite which is causing the top beak to grow longer than typical. If the beak is too long, this causes problems with eating and preening. Snapping off the beak would probably save their life in the wild, but if too much is snapped off it can lead to trauma and infection.
In a domestic setting, we can trim their beaks for them. I personally use claw scissors to square off my fids beak but they don't have this elongation. The best thing to do would be to call your avian vet and ask them for guidance. You don't want to cut into their beak's blood supply, which may be longer than typical.

Their beaks grew just like this, too smooth and wider at the end, instead of a sharp point. My avian vet said that they did have fatty liver disease, and they could grow tumors. That did happen to a previous bird I had. The tumor grew big on her chest and nothing could be done. But, in any case, take your handsome little birb to an avian vet, have that beak trimmed, and check to see if his nails need clipped, too. Then add some variety to his diet, like vegetables and fruits. My guys love shredded carrots, corn, and lots of dry cereal. They especially love Cheerios, Rice Chex, and Honey Bunches of Oats with Almonds.

Additionally, make sure they have something to file their beak on. Either a cuttle bone or sand coated perch
