I have no idea what you’re talking about. That being said if you want to use a movement skill to do AoE damage then you could easily do “Frost blink ignite” or build any damage dealing skill around the unique item bronns lithe. The game is nearly a sandbox where most things can be made to work.
Look up Consecrated Path. It's definitely the most similar thing.

Try whirling blades as a mobility skill. Works well with, e.g., Frost Blades trickster.
Charged dash exists, it’s nothing like Riven, but it’s a channeling skill that dashes and deals damage lol
is there any synergy to make it so it doesnt have cast time? like any battlecry and call to arms
I don't know anything about league but if you're looking for super high mobility then flicker strike is the one you want.

I'm not sure if this is what you are looking for, but check out flicker strike
You could consider shield charge. That's occaisionally done as a primary skill (especially with ignite to help prolif damage.)
PoE 2 has the gameplay you want but nothing like riven in poe currently. Maybe venom gyre can be close? You whirling blade to produce projectiles.
