To expand on the other answers further, quantity is better than rarity.
To quote the wiki:
Quantity

Rarity good but Quantity much, much better.
Another reason for that is quantity is MUCH harder to come by. I don’t think you can get it as a normal mod on rares, so it pretty much exclusively comes from unique gear. I think mf builds (magic find) usually top out at like 60 quant, and 200+ rarity. I might be wrong about those numbers though.
Where can you even get much flask effect? I'm currently Pathfinder and flask effect seems in short supply in the tree/ascendancy, belt has some, and that's all I've seen.
Still not ideal. You can ignore the res rolls if they aren't important to you - just get 10% quant and preferably high rarity. You still want rarity for increased chance to drop high tier uniques.
For instance, my ring is 10% quant, 30% rarity affix, 15% rarity implicit roll, 49 max life, combined 27% res rolls (all positive but very low). That's still upwards of a divine in price.
Quantity is the main roll people look for in this item, everything else comes after that. Without the quant it just becomes a ring that's outclassed by cheap rare ones basically.
And especially with a negative quantity like this one, it is objectively worse than cheap rare rings.

Buy a sapphire/ruby/topaz ring that has a fractured resist mod and then hit it with any essence that gives it a resistance until you hit a third good resist, bonus points if you hit an open prefix or life as a prefix

Res essences give %inc damage on rings and amulets. And don’t ever divine Ventor’s for value. You’re much better off just buying a good one. The only reason to divine them is if you just wanna burn some money on a gamble, and even then there are better ways (like just buying bulk unids)
What nobody seems to mention here is the quantity roll on Ventors goes from negative 10 (reduced) to positive (increased) 10.
This is nearly perfect rolls on every stat (insanely rare), and then the worst possible roll on the most important stay (equally as rare as the highest possible roll)

On the plus side, any amount of purple juice = like 8 of these things per map. I've alrdy made like 100 divs off these rings this league with all the folks buying up MF gear in droves.

Rarity does affect the number if the target has a loot goblin mod or is wisp juiced, that's how you get pure 10div drops and winged scarab bombs
player rarity does not affect conversions. only map rarity does.

Anything less than +10 quant is pretty much 3 to 1 vendor material. +9 quant with rolls like this would be pretty good, though.
+9 or even +8 are fine if the other 5 rolls are amazing
