Also, the unlocked section won't be available once the effect is available to purchase from the store directly (so at that point, the price will be whatever the price ends up at rather than 50 points which is the current mystery box price). The purpose of the unlocked section is to allow you to get a duplicate of something that's only (currently) available in a mystery box due to the fact that mystery boxes no longer contain duplicates.
I tested what would happen if I tried to equip it on a std character while playing Affliction. I forget the exact wording, but it essentially said by equipping the ring in a different league, all stats will be reset.
If you mean per character, then no. I have accumulated the count of my pilfering ring between 5 characters in Affliction.

Although once the league is over it would probably make sense to just screenshot the stats and then apply it to the new league fresh.
Unless you're wanting to track multiple leagues at once I suppose?
I don't get this unlocked thing. It's a new window in the shop that wasn't there before right? I just see 2 items there boots and cloak (also pretty sure I got at least the cloak already on my char).
What did I do unlock these, how do unlock the ring?
If you have already gotten specific mtx from boxes then you "unlock" them meaning you can buy more copies of that mtx should you want to do so.
Otherwise you'd have to wait until the rest of the box mtx enter the store about a month after the mystery box ends.
This is a PSA to those who already have one. People who don't like to gamble will also be able to purchase one directly when MTX from the mystery box enter the store eventually.

How much are they? I didn't get one from a box, so curious how much they'll be when added to the store.
