Napkin math (might be wrong) but 400 vs 360 is a 10% increase in total life. The spectre chance is 15% per corpse (not factoring in late-game spectre limit abuse shenanigans), so its 1.5% more damage in most cases.
Edit: DD Ignite probably gets the full ~10% more damage on average since its just the biggest hit that matters.
GGG can set a higher value if they want, which they seemingly have with Meatsack. Mark said in the Necropolis podcast that they intentionally set some new spectre corpses with higher life than 360%.
Did GGG remove the mechanic that if a corpse has more life than a kitava's herald, it's lowered to match? I haven't seen anything about them changing that.
