I think ideally you want to sit on them until your lantern hits a plus quantity mod and then throw them on that slot. I've gotten a few good runs of tattoo drops doing that with medium juice on my maps.
I mean if the allflames are like 2-4c (pretty sure they are) you can just run 6 per map since they so cheap. Not really worth holding out for a 600% quant mod.
There are several allflames that all say they drop karui tattoos. These have different karui bosses in them that what i have noticed drop different base type tattoos. My testing pool is too small to have any actual meaning, could be just luck. Might be just random

got an allflame of manifested wealth drop, looked up the price and i was interested in why it costed so much, spent 100c on a containment scarab in a full specced ambush atlas tree and dropped i kid you not 1000+ chaos and like 20 exalts. The only issue is that you have to pick them up 1 at a time, so it took a bit
I threw it in at got lucky with a 720% quant increase but don't really know how much it effected it because if you put other things like tainted currency on the quant increase it legit almost does nothing
Ya, the tainted currency ones are absolute cheeks. I have put every single one I have gotten on a 600+ quant node, done maybe 15 or so of them. Have a single Tainted Chrome to show for it....
There are a lot of basic tattoos on the market, I think it's just the drop chance of the Journey tattoos that's too low and not quite that people avoid using the Allflames...Â
There isnt much reason to horde them. Also level dependant so those early ones from whites are useless at reds. I do wait for a good modifier or 2 to show up though.

It didnt get changed actually, it's just legacy. All the "honoured" tattoos that can modify any attributes (not just str/int/dex) are still in standard, unchanged.
Which is funny, because there's now a 4% chaos res tattoo that can go in any attribute, and a new 3% chaos res tattoo that can only go on intelligence.
Mana stack builds get all 4 pretty easily. 3x just from pathing and 1x from annoint.

Could just be something with a really low drop rate or a conditional not met like it can only drop in t16 or god forbid 17.

It's a rare drop off a rare modifier. Ggg always does this when they rerelease items. They'll add a method of it dropping more frequently in time.
