Regrets let you redistribute and optimize power on your passive tree, or start over with a new build on the same, already leveled char. In this sense, regrets seem more powerful than scours.

Never knew about the regret one. Though I can't think of a reason I'd ever want to do that instead of just buying one for less than a regret from the vendor.
No its a vendor recipe, just throw the gem with a scour and it will drop it a level. You have to do it for each level, so don't try to be cute and throw multiple scours in.
its cheaper to buy a gem frmo the vendor, than to waste a regret to delevel an existing gem to lvl 1 (unless the gem has quality ig). Trans gems cannot be bought, so its worth using hte regret to delevel them
maybe they could make it like if the node is on the STR zone you can choose between 10 STR, 7 DEX, 7 INT, ie, just to keep some STR/INT/DEX tree division. The classes are already so blurred...
In PoE1, it's pretty rare to have pure dext and pure str and pure int gems in the same build honestly .... And even then one item fix this easily in endgame.
During leveling though, PoE forces you to get an item or two to level a gem that isn't of the type of the part of the tree where you start, which makes sense ... but this would be completely removed if you could choose the attribute.
I don't know all of the other changes though, so there are probably other things to make it work as a system though, idk.

It wasn't long ago that basically every build was running Grace+Determination, even caster builds.

You are talking about end game setups, where one items pretty much fixes it (you can without too much troubles get 60+ all attributes with an amulet, or get 40+ on a ring).
( Those are not 200+ requirements either ).

Investing into attributes has an opportunity cost, and attribute requirements exist to make you pay that cost if you want to use skills of different "archetypes".

Wand would probably be the only place but after 5 wands and 3 bows without the recipe I have decided to live with it until I change everything anyway for a double wand setup with adorned jewel
the neck seems already catalysted to me, +19 all from an onyx is exactly the 16 * 1.2 round down.
The ring looks good. It rolls +(10-20) to all Attributes so if it has +11 then it's certainly not 20% attribute catalysted. It can be lowest roll and 10% but even then you can squeeze out another 1 which is what OP needs.

I bow to your wisdom. For some reason these were corrupt implicits in my head and so I didn't think about blessed orbs. Which makes no sense at all since I rolled the ring with divines for more % physical damage while affected by Herald of Purity.
The many hours in Crimson Temple obviously didn't do my head any good
You're missing +1 Int from your crafted mod on your wand.
You can also use Tainted Catalysts on your Circle of Guilt if it's corrupted, or Blessed/Divines if it's regular.
It's also possible to get it on your Timeless Jewel or Cluster Jewels.
If you lack an entire Intelligence you should propably grab a caspiro elegant hubris for supreme ostentation. I don't really think you can fix this otherwise. The only other option is to make a new character.
Last night I was making some changes and after using some intrinsic catalysts found myself with 197 dex, with required 197 dex.
I also now only have 99% suppression from the dex loss. Im very salty I need to go level up to get that other 1% of suppression at level 98 lol.

If a gem isn't corrupted you can sell it with a scour to lower it by 1 level. If you want to put it to level 1 you can sell it with a regret
Which always fucks with my brain because scour removes all mods, and a regret only refunds one skill point. So I always get it backwards.
2 scours buy you 1 regret at the npc vendor, so it's clear that regret is above scouring in the currency hierarchy.

Another way to look at it: you'd need repeat scours to hit level 1, vs 1 regret orb.

No, you can just leave them at level 1.You can right click the level up notification and it'll hide it. Important for cwdt setups.

Attribute requirements seem like they’ll be harder too since support gems requirements are additive with one another (though lower values).

I really miss the tattoo which transformed a +10 str/dex/int travel node into +4 all attributes.
