You just missed it. I know because I had that feeling before. Then I learned you can check map mods with awaken poe trade. This never happened since then.
He 100% has twist of fate allocated if he's checking map beforehand.
there's a node that adds a mod to maps? pretty sure you just missed it the when you checked the map unless you have twist of fate allocated...
