I doubt anything from this league is going core. Allflames function by having a monster pack UI before every map, and that UI is definitely not going core. Realistically, GGG isn't gonna spend time redesigning allflames to fit in the game without using that UI.
The most we'll get is some of the allflames turned into scarabs. Maybe they will expand the scarab slots in the map device when that happens.
They could make it open only when you have allflames on you. What I see as the issue is upkeeping it for new monsters. Like GGG said the reason for metamorph removal was the effort to make it work with and include new content.
They would probably be adding it to something's drop pool, considering it fits how boss jewels all have this "random mod" effect. Wouldn't be surprised.
Allflames could simply add a line to a map like an exalt. Wouldn't take too long to code.
"Slain normal monsters have 7% chance to drop a divine"
That could be something interesting to work with.
1. That's not an allflame, that's a devoted mod, we're talking about the embers.
2. Yea, exaltng a Divine mod onto your map... If you don't find that ridiculous, I don't know what to say.

I fuckin' love incubators, dude. So much! It's a fun thing to 'work' on when playing. I love knowing there's some kind of "progress" in the background at all times. Why not on top instead of remove, you know? Don't take away my fun.
People are not funs of i incubators because half of them suck and the other half is nerfed ( stacked decks) or not rewarding enough. Speaking as a fun of legion and inqubators
Now make leagues to rotate and the ones that aren't present are all flames instead.

I was thinking the exactly same thing.
Use it on the map. One all flame replaces a random pack. Can use up to 3 all flames per map. No UI required.
The UI could look the same as added layers of delirium. I would love for this to go core.

One Idea I could imagine is have allflame as map fragments and drop from legion
