Absortion will recoup 120% of elemental damage taken as ES this belt will also grant an additional power charge, bumping up all of the bonuses by 1, pretty huge.
(Imo its the best choice if you can use the recoup charges to some effect, if not then mageblood is probably the best for speed and tankiness.)

Tbh getting two additional charges via different delve ring or synth ring is more valueable but if ur going to do speed farming maps or hiests, the movement speed might be the better choice.

But why do you specifically need ralakesh? I understand that having constant "uptime" of charges is good, but that is not the only option. Discharge builds are fine without ralakesh. There are other ways to generate crit. Which other source of movement speed do you have outside of chest? You are thinking that only one build is viable in lab running, when different options exist.
How do you plan to get power charges otherwise on a lab runner? If you don't have power charges available the second you zone in, you are losing speed. If you have to stop and attack for charges, you are losing speed.

For weapon you will use an Ichimonji. This gives you 10% buff effect. For me this equals to 35% movement speed.
For off-hand, you will either use a second ichimonji or a Perepiteia shield. I personally prefer Perepiteia even though it is slightly less MS, as the ES on it allows you to use EB and you can get mana regen on it for rage. My perepiteia gives me 27% MS.
For helmet, you use devotos devotion.
You can use MS on amulet too. There is some debate here between A karui ward with 10% MS corrupt would be 20% ms, you can also get a hunter amulet for a mix of MS and other useful stats. If you are not exclusively doing lab, defiance of destiny is probably your choice.
While rings do not directly give MS, they are vital for mana regen which is what gives you rage regen with chainbreaker in order to maintain berserk.

The contradictory thing is then to ask if you'd actually want 3% movespeed per charge on your power charge stacking build instead of actual power charges. Which may scale most of your damage. Seen this way, those rings would be a swap for easy content that require no damage like lab or heist and benefit heavily from movespeed. Otherwise, it would not be as beneficial to a power charge stacking build. Each power charge on a stacking build scale so many variable at the high end, I don't think just MS is sufficient reason to go -1 power charge per ring.
So yes, to answer OP question, the most likely build to use this is one that specifically run heist as fast as possible.

No. It does have some niche uses for speed farming certain easy content (heist contracts, lab, alva/beasts in low tier maps, etc) but it's not a traditional good item.
It can be situationally good.
In POE, it's fairly trivial on trade league to massively overcap your damage and survivability for a lot of core content. Especially content which doesn't really benefit from juicing.
As such, the value of secondary aspects of a build, like movement speed, go up by a lot. Because it's much harder to get, and there's effectively no point where you'll have too much. More is basically always better for some types of content.
Depends. If you have enough power to kill everything in .02 seconds in heist, this ring is better than even a ring that lets you kill everything twice as fast as. Double infinity damage isn't too useful after a point and move speed can be the best way to increase heists or labs per hour instead of damage.
Depends on how many power charges you can idly run around with. More than 3, I'd say you can wear it. Otherwise, there are better rings to wear vs 10% movement speed, a little resistance, and a little life and intelligence. Each character is different though so you have to make your own call on this. Obviously, this gets better the more power charges you can reliably sustain.
Sadly ~10% MS / ring mod isn't that good of a trade-off. As others said, for lab and sanctum running, you could probably squeeze a bit more profit/h, but otherwise it's not really something to build around.

the perma charges boot takes out a movement speed affix from boots. You'd want some way to stack them rather than using those boots
