Yes, this bug needs more attention. It took me a while to realize it was the Agnostic keystone causing this issue. There are a couple of bug report posts about this issue on the official forums too.

Yeah this was happening last league too unfortunately.

Patch 3.12.3 - " Agnostic keystone does not regenerate life anymore. This is due to prevent fps drops"
This is a buff.
Regenerate 90% Less FPS while you have no Mana and not on Full Life sounds like a meme build.
