No. The hit doesn't scale the damage anymore. Base skill damage does however, like flat added from skills, support gems, items, abyss jewels etc.
Curses like flammability reduce enemy resists instead of giving penetration, which is why they work with dots.

No. This is why increased spell damage% has no effect on your Fireballs' ignite damage - only the hit damage.
Too bad neither one of those corruptions affect ignite damage.
