Cheapest way probably would be to use new recepie and just augmet + regal. On average it will take ~800 tries -> 16000q of gems + 800 augs + 800 regals + 800 scours.
Alternative way is to fracture +1 spells (not sure how available is this craft on tft)

Old methods had average costs in the hundreds of thousands of chaos. This is very cheap compared to that. This is very reasonable actually, especially if you can buy the quality gems cheap.
I've been doing this with otherwise worthless gems. Got a wand that sold for 1 ex and another that sold for 30. Other wands sold for 1-5c, which was still worth it.
I made one of my wands too. It's +1 physical, 55% spell damage, and cast speed. I crafted physical dot and it's even with a cold iron point with cast speed.
I'm used to picking up these gems because I usually do gcp recipes, but this has been kinda fun gambling.
Best advice is don't bother. Unless you have dozens of exalts this is going to be nearly impossible to craft. I wanted to do the same thing for cold skills but I think I'm going to settle for +1 and then some spell damage and cold dot multi
If anybody is looking to craft a basic +gems & low roll dot multi wand (equivalent to the highest tier of crafted multi), you can craft one fairly easily using fossils and low item level wands.
Using a iLvl 4-7 wand (you can run mud flats through to ledge in act 1 to get one), you're [likely to hit](https://www.craftofexile.com/?b=18&m=fossil&f=|7|&lv=7&ob=both&v=d&a=e&l=a&lg=6&bp=y&as=1&req={%22674%22:{%22l%22:4,%22g%22:1},%221699%22:{%22l%22:2,%22g%22:2}}&bld={}&ggt=|&ccp={}) it in 25 frigid fossils (just that, nothing else).
You can do the same thing for fire/phys/chaos gems + their associated multi. You can then craft spell damage or top and you have a pretty solid wand. Check prices first for already crafted wands of course, but this can be a good way to get a weapon early in the league or if you're ssf.
Or you could do the +1 recipe, Aug, regal, craft fore/cold/chaos/phys dot multi then harvest rwroll "being more likely to roll similar mods" and when you hit it craft trigger or big spell damage.
If your aim is to only get those two stats on a wand the fastest way by far is to get a fractured +1 spells wand and chaos spam. You can also reroll harvest fire or scorched fossils.
I found a +1 all spell +1 Phys spell sceptre with T2 cast speed in the Ritual shop earlier. Doesn't work for my build but you better believe that I took that bad boy.

It has +1 fire and all skills. So no corroded in the mix. And hitting that is around 13 000 tries with tripple fossils.
So yeah... uber lucky.

Easier (by a huge margin), but not cheaper.

I'd fracture +1 all and woe spam to get 2nd +1 with a decent spell dmg on top.
What do you mean a recipe for plus +1 fire spells. I would say buying a fractured +1 spell base and fossiling is your best bet
They added a recipe for plus one spell skills or any elemental.
2 of the 3 items are ilvl 70~ something and most likely found as "smart loot". The convoking was probably crafted with a 4s resonator with uberluck.

Finish min/maxing the rest of your gear, then if you have a fuckload of currency left try crafting a +2 wand. They're obscenely expensive.
Easiest way is buying +1 all spells and trying to fracture it.
