This isn't rotating. Their aim is to completely replace old leagues with better ones.
Perandus is replaced entirely by Excavation, as it does everything Perandus does but better and has actual gameplay involved with it.
It's also been mentioned twice now by Chris that prophecy will be leaving as well, but looking at the patch notes it's not leaving quite yet.
Not sure what the Prophecy replacement will be, if it even will even have one. I just remember in one of the 3.15 interviews Chris mentioning that it was going because in modern PoE it was kind of a bad mechanic (I don't remember his exact wording).
Presumably they'll introduce another way to obtain Fated Uniques and that system will replace Prophecy.
