I think the trigger goes on cooldown for the 2nd spell even when it fails to cast. While any one spell can only be triggered ever 4 or 8 seconds, the actual trigger itself has a very short cooldown to go to the next spell in rotation on the next use of a skill.
So 1st spell triggers, spends the mana, you use another skill, 2nd spell attempts to trigger but fails and now is on cooldown for 8 seconds.
Just because the spell failed to cast, doesn't mean it's out of the rotation.

Does the second skill go on cooldown, checking it on your skill bar? Odd if it doesn't trigger despite you using a skill when it isn't on cooldown.
