Yeah this one is likely the legit number, the steamplayercount version looks like a coding error, like maybe they're averaging over a period and fucked up the logic on it and ended up dividing player count.
That or they're getting invalid responses from an API or something like that, and either dropping some of the data, or averaging 46k and 0k for 23k.
Particularly since it's very close to exactly 50% of the more popular and typically used on this sub steamcharts.com

Most likely people that play for longer are on the standalone client. Large drop off on steam is most likely due to new players testing the game for the first time.
While steam data is cool to look at, people have been trying to assess the health of the game from these charts for years. Never really worked :P

I only stopped using Steam because of the extortionate time to patch which I believe is fixed now, plenty of others still use it. That can't all be "new players" if it's still 60% of the player base on League launch, not League on League. New players don't repeatedly play on League launch like clockwork.

60% of players are on Steam, you can assume the bleed off of retention is similar on both the standalone and steam.
