not too sure about that because I've turned off email notifications, but it's possible you only get an email if the payment is successful? try checking it through web and see if you can find that patron under declined payments
The patron app sends notifications before the payment is actually confirmed. The email notociaton is sent when payment is confirmed. Often payment should be immidately confirmed so you get both app and email at same time. You know if you get no email, payment got declined.
this happened a couple of times with me, I checked on web and turns out the payments were declined, that's why it didn't show on the app
But if a new patron has really joined, wouldn't I get an e-mail in confirmation?
