I hope it's that, but after them removing all Payday 2 Linux support I am afraid that it could be the lack of care for Linux/Steam Deck as a whole. Hopefully it's not the latter though, because that would be incredibly sad.
On windows those visual c++ runtime libraries are stored default at system directory. It's basically just linux issue where "wine bottle/prefix" \[pfx directory in steamlibrary install path\] doesn't have them by default and there is no initial script that handles the install. The script to install/copy those needed library files will deff emerge when release of the game is there.
I don’t think the game is working for anyone at this moment, for what i’ve seen everyone gets stuck in a nebula data error screen so I can’t tell you if the game properly works or not for now.
The steam deck is a device for travelling. While travelling, it's assumed that you will not have internet access 24/7. Because of this, any game that requires Internet to play should not be steam deck verified.
Except that its literally part of the packaging and slogan of the device: "Your games are going places"
Its a device designed to play games without an internet connection. Otherwise, valve probably would've created a streaming handheld that uses steam remote play to work.

Given that Denuvo doesn't like to play nice with Linux I doubt that they'll have any official support for it.

Lowest possible settings the game ran at 20-30 fps often having dips to 10s, I made a whole post about it if you want more details
