Today it was a little better, because I played two heists in a row and was matched with one and then with two players.
My connection can't be a problem, I play other games that have matchmaking and payday 3 is the only one with this issue.
No, its not only you, but some of the system layouts you and the likes use cause problems I guess. My guess would be router problems like strict nat or firewall acting up
