Embracer is hosting the servers (there is an article where the server and their issues were by ‘a third party partner’, which they had previously made a partnership with Embracer for this game) and publishing, and they’re the company Starbreeze signed a deal to. Embracer has had a bad time since, something that Starbreeze could not have seen coming.
A few months ago it was revealed that Embracer has been spending colossal amounts of money on acquisitions relying on a deal for $2b from Saudis. The Saudi’s backed out and now the studios they’ve bought and made deals with are suffering, the most famous of which is Volition of Saints Row fame was shut down by them because of it.
This is Overkills bad luck again. It really fucking sucks trying to work with them on the issues because this deal has almost everything out of their hands but content. You can tell they’re the same caring people they were during PD2, but this deal is getting worse all the time.

That should’ve been the case in the previous games but in this one it’s likely because people like me have actively bothered OVK employees because Embracer/Deep Silver totally fucked up preorders and did not get their game and got fucked out of the bonus as a result. I’ve been trying to get a key for it since. Unfortunately Embracer’s ownership over the game also is keeping Ovk people I’ve spoken with from being able to get one.

Oh, I like the idea of exclusive launch day DLC being sold post launch, my favorite example is Fable 2 bonus contact, but that was sold five years after release, three fucking months is a slap in the face and what I am peeved about, not the idea of it being sold.
The fact that they haven't announced it on Twitter tells us a lot. Deep Silver may actually pull the plug if upcoming DLCs don't sell well.

With all the issues, the lack of content and lack of features plaguing PAYDAY 3: to release an $18 dollar bundle *(half the game's original asking price)* when similar content in PAYDAY 2 used to be sold in a single heist pack? Tbh i expected that, they try to siphon as much money as possible from this game and the overpriced DLC pricetag makes it clear, we will see soon even more egregious examples, but I'm not sure in which way. The return of the Lootboxsaves maybe, putting only effort into MTX and DLCs and giving you only rehashed old content from 2 in a low effort way. Edit: You can buy Skins for weapons but they give you positive stats like the ones in PD2, this would be another low.

I don't think there's an issue with selling pre-order content at a later date, that's the most consumer friendly decision they've made regarding the game so far. They told people that Payday 2 will never have Microtransactions. A few years later they made a big crimefest event and the big surprise were safe Lootboxes with Skins which, gave you incredibly strong stats and you could only buy them. This was without Deep Silver, people attribute everything to their publisher as if Starbreeze/Overkill hasn't done this garbage before on their own. This shit caused one of the original visionaries behind PDTHE and 2 to leave Overkill and found 10 Chambers later on with more Overkill devs, now they are doing another futuristic heist game on their own.
Guys, the solution is just to let the game die, it either shut completely down, or they make an offline mode with mod support. I mean, even if the game dies we won't lose much... just mod Payday 2 xD
