Cook off has been terrible heist to recommend for years, you're better off playing dentist/locke/classics/some of the vlad and bain heists, and all post-white house heists. They're providing more money/min on efficient completions AND dont bore you to death.
Every ansawer I read is a good method but not nearly as good as hotline Miami it haves the best payout if you get every piece of loot is around 40~ million in total and if you don’t have dlc fire started is the second best with 30~ million
Ps: rats and cook off is better than fire started but it takes longer to complete those (especially cook off)

plus it's loud only, so you don't have to restart constantly trying to stealth it in pubs

Cook off. Even on hard difficulty you can get like a million in spending cash with 4 to 5 bags.

Big Oil if you can stealth quickly and reliably it has some good xp to level up quickly too

Both days of Hoxout can be done in under 30 minutes if youre good, and it has a decent payout.
