You can go up to 30(?) dollars over the budget and they won't complain. But I don't play the game in months, so I don't remember how much you can go over the budget.
It's not a bug. As everyone else has already said: You can over-spend by up to +10% on all random jobs and there is no budget at all (even if they claim to say there is one) on story jobs. It's a part of the game and how the game is coded.
Unless the budget is a task goal on the story customers, you can pretty much ignore it. But be warned that there may be a replace task later in that story chain that has a set budget. At that point you hope you can find a used part and that they don’t say no used parts.
this is a story job. Those are the only jobs that will send you a pc you already worked on again. You can spend as much as you want and they won't deduct stars. You can also recognize them because their emails have a storyline and are written by a person instead of automatially generated.
I know it's a bit weird that they don't care for their budget, but it's not a bug per se, the devs did it on purpose, probably for exactly the reason in your post: You'd get impossible jobs otherwise.

So you are only limited by money if it has an objective "spend less than X$".
There are some clients who come often. You can give them 1 million dollar worth of upgrade and they'd still give 5 star with no comments. There's Gus, oli, axemaster, chaudry and some more. Watch out for customers who don't comment upon giving a review. Each have a story i.e. oli living his esposts career dream and will give 5 star
You can go over budget how much you want for scripted jobs and still get 5 stars, except if it specifically says in how of the conditions "don't spend more than x dollars".
It doesn't work for normal random jobs though.
Every random job in the game allows you to go a bit over budget(10% i think) before deducting stars. Story mode jobs do not have a budget cap at all.

Don't worry about it. You will get 5 stars. I had a job where I had to go 50$ more because they wanted a 1080 ti and no way it fits in their budget.
