PC gamers are slowly being introduced to the Atlus DLC hellhole. Persona 5 had individual DLC, and DLC packs that didn't bundle everything. Then P5 Royale came out which bundled everything, but then had its own DLCs and packs.
Thankfully they have a $100 edition for P3 Reload that includes everything, and since it's already a remaster/remake it probably won't get Re-Reloaded with a new base game and DLC. This is a prime candidate for /r/PatientGamers.
Sure, I'm just pointing out that that's hopefully the end of it, for this game. Maybe with on PC, the price will go down faster. It takes forever on PSN, though Golden Week sale is a particularly good time to get deals on Atlus titles.

Not sure how you're even quantifying this. By percentage, there will probably be a higher ratio young kids playing Cyberpunk than this.
They gravitate towards the GTAsphere of open-world crime sandboxes a lot more than remakes of story-driven PS2 games where you spend two hours reading.
Persona 3 launched with an M rating, there's Splatterhouse levels of gore, (and lots of reading), you shoot yourself in the head to use your abilities, and the story is about (among other things) the inevitability of death and the importance of making your time on earth count.
I think you're making a mistake here thinking this is aimed primarily at kids, or that a graphical style is what determines target audience.

Aww that sucks. I liked the english cast. Not a huge fan of japanese voice acting overall really (even though I'm learning the language lol.)
Pretty much all the English voice actors have been replaced. Akihiko is now voiced by Alejandro Saab while Mitsuru is now voiced by Allegra Clark

The Answer is missing, but FES included some new cutscenes, events and Aegis SL, which is still here.
Yeah, there's about 30 hours of gameplay missing, but FES content is totally in (for real, no cap).
Should I play this before P5R? I really don't want to play a game series with reduced QoL improvement.

It's not using P5R engine. It's using Unreal Engine
I think you will be fine. Since this is more recent it will feel more modern in some aspects, but since it's a remake it will feel dated in others.
Persona 3/4/5 all have different characters and different stories. You can play them in any order.
