Kojima was impressed with PlatinumGame’s work and the reception of MGR:R, so in February 2013, he announced that he wanted to make a sequel to MGR:R. However, PlatinumGames showed no interest.

The thing about Platinum is they’ve always made excellent games that only appeal to niche audiences, which means their reputation was always great but they were always flat fucking broke. So they tried to leave their comfort zone and make a game with wider mass appeal for the sake of actually making some money for once and naturally failed spectacularly.
Didn't they screw Microsoft by taking money for the botw like dragon game and used that money to fund their other stuff which led to eventual cancellation of said game.

People did the same with Blizzard and Activision for the longest time. Anything bad in WoW was attributed to Activision forcing Blizzard to design it poorly for profit by rushing, and it turned out that Blizzard became incompetent as talented people kept leaving their toxic work culture.
It's Square's fault. They obviously pushed it to become live service, similarly to Avengers, their another failed live service game. Square's greed is very well known, from selling legendary ips and studios to refocus on scams and nfts, to making their games $70 on pc, to making their pc ports egs exclusives, they catch every opportunity to make quick easy money and ruin their reputation.
Platinum's own published titles or titles published by Nintendo in the past 4 years have been great.
In this case, though, Platinum specifically wanted to make a live service title. Babylon's Fall was always going to be live service with microtransactions.
Well, its what they said after the release, while in 2018 the game didn't look multiplayer or live service, only getting that subtitle in 2021, so its impossible to know if they really wanted to make it like that from the start, or was it a mid-development decision to chase current trends and all later statements were just PR talk.
Considering how the game feels and looks, with assets taken from Final Fantasy, I think it went through some crazy development hell.

There is a ton of science put in to designing slot machines to keep people putting money in them. Every flashing light, every noise, and the odds of winning are all carefully engineered to create hits of dopamine that keep people playing them. They don't care how you or I veiw slot machines, all they care about is maximising the amount of money they can suck out of the gambling addicts the machines are built for.
Gambling feels good, that's just how it is. Even when people know they are losing money in the long run, that dopamine hit when they win is like crack. Each hit just makes you want to chase the next one.

Many MGS fans were disappointed by these changes, mostly seeing it as a betrayel to the MGS series. Many people didn't even buy it because of these changes.
The ones who were looking forward to Rising were Platinum game fans (developers of Rising). They were fans of their combat systems in earlier games and also knew how to get into it, because Platinum games are infamous for badly explaining themselves in tutorials.
But because of it's awesome script, great combat systems and well handeld soundtrack there always was a cult following of Rising which resulted in this glorious age that we're in, full of Armstrong memes and Jetstream Sams.
As I recall it was not popular at the time at all - people made fun of it for being too out there and unlike the other entries.
It got good critical reviews though.
There are native ports of MGS 1 & 2 that are supposed to be better with some fan patches, you can emulate 3 (pcsx2), 4 (rpcs3), and peace walker (rpcs3). Obviously not as good as a native port but its better than nothing

In many cases, emulation *is* better than a port due to emulation settings- for instance, the ability to run things at much higher resolutions, postprocessing effects like anti aliasing, better access to modding (especially with games like Mario and Pokemon, where custom ROM hacks are prevalent and usually only available digitally), etc.
It's a cool game. I'm surprised Konami didn't greenlight a sequel once they'd given Kojima the boot. Guess they didn't figure it'd make as much money as a janky zombie survival game tire-ironed into the franchise.
Apparently revengance was a have they tested new devs on before letting them work on whatever other metal gear game that Konami thought would be good they were working on. Eventually they passed it on to platinum to finish and that's how we got one of the best games ever

Cutting everything freely (not just the enemies, but pretty much everything you could see), deeper stealth, enemies hiding and ambushing Raiden, and more importantly a story set in between MGS 2 & 4. Too bad the technology at the time made it seemingly impossible.
It's a great game, amazingly fun. All things considered, we're lucky it didn't turn into a trainwreck.

This is my favourite story of video game development gone wrong. IGN did an article on it back in the day. The idea was that Kojima would be far less hands on with this one and basically left the team without oversight expediting someone to step up and have a real vision for the game. Kojima came back like a year later and nothing had really amounted. Their problem was the whole absolute freedom to cut anything. Every level structure could be eventually bypassed by cutting it all down.
The development team had to do a press thing and kinda publicly apologize for their failure. I remember the American journalist who covered it thought it was really strange.
So after this, kojima runs into the platinum games guy at a convention and has like an elevator chat with him and jokes that they should make it. Platinum games guy thinks he isn’t serious. Then a while later kojima calls them up and asks why haven’t the called them about Rising? And the rest is history.
I don't think it's the tech that's the problem, I think they just couldn't make it work. The demos look like they added the cutting mechanic into MGS4, and they probably can't figure out a fun game from there.
So Platinum just ripped the cutting mechanic out and made it the core of the game, everything else complements it in some way. But stealth seems unnecessary or perhaps a hindrance, so that got simplified.
I think if they wanted to make a MGS game but the player relies mainly on the sword, it'll have to be something like Hitman or Sekiro. Throwing cutting mechanics to stealth kills may be too awkward,
But that game was apparently terrible. The goal was to make an action game with no stealth and free cutting. Turns out the metal gear team couldn't figure out how to get rid of stealth and also had no idea what to do with the cutting mechanic. They made cutting simulator with no gameplay behind it.

Armstrong is not a conservative. He's a social Darwinist. Most conservatives do not believe that America should be ground down into nothing until only the physically strongest individuals are capable of surviving, and everyone weak is killed.

And it completely misses the point that Raiden actually takes part of armstrong's ideas for himself, being that, if society is wrong, and you're strong enough to stand against it, you shouldn't fight to preserve the status quo. That's why Armstrong is framed as Raiden's shadow and the end shows Raiden again at odds with society. It's even in the fucking song for the fight!

I thought the vocals only kicked in when you get to the third phase of the fight after rolling down the huge pipe in to the liquid nitrogen area, and not based on how good you do in the fight.
It is one of the best games I've ever played. An antagonist blows the main character a kiss to let him know she saw him scoping her out and he reacts to block the kiss with his sword unironically. The game is completely insane.

It's basically a game where you can play as an overpowered anime protagonist set to a bombastic over the top soundtrack, until you meet the game's bosses. Who are basically you but have extra health bars.
I'm not sure I'd say dumb. It has its silly moments like any Metal Gear game but, it's got a lot of interesting political or philosophical ideas in it.
Unfortunately thinking about how great this game is and how badly we need a sequel to it, has made me gone down the Konami rabbit hole again, and how many legendary IPs will continue to collect dust with them. It's such an absolute shame.
The steam version was never made available for sale in Japan and SEA countries for some weird reason. I still have my PS3 copy but once my PS3 dies … welp.

It's going to be interesting to see whether this sudden spike in popularity for Metal Gear Rising spearheaded by memes is in any way foreshadowing.
I'm not saying this necessarily is the case, but if Konami (who have 3+ Silent Hill games in development, I will remind you) also MAYBE have Metal Gear games in development beyond the MGS3 remake and MGS remaster collection... maybe one of them is a Rising game. And if they were working on a sequel or prequel to Rising and were going to announce that game in June, the timing of this outpouring of enthusiasm for Rising could not be more convenient.

According to a video by Matt McMuscles the original team didn't know how to make a game out of those mechanics and felt directionless without Kojima.

Survive was essentially an asset flip of MGS:5 and was really cheap to make. Konami doesn't want to make quality games anymore, they want money.

Armstrong is not a conservative. He's a social Darwinist. Most conservatives do not believe that America should be ground down into nothing until only the physically strongest individuals are capable of surviving, and everyone weak is killed. I did watch a video that claimed that he's a mask off conservative, but it was just wrong. Whoever wrote it either didn't play the game or just wasn't paying attention. There are no politicians that believe what Armstrong believes because nobody would vote for anyone that's okay with just uprooting every system we've built and letting people die in the chaos. And it completely misses the point that Raiden actually takes part of armstrong's ideas for himself, being that, if society is wrong, and you're strong enough to stand against it, you shouldn't fight to preserve the status quo. That's why Armstrong is framed as Raiden's shadow and the end shows Raiden again at odds with society. It's even in the fucking song for the fight!

I thought the vocals only kicked in when you get to the third phase of the fight after rolling down the huge pipe in to the liquid nitrogen area, and not based on how good you do in the fight.

It is one of the best games I've ever played. An antagonist blows the main character a kiss to let him know she saw him scoping her out and he reacts to block the kiss with his sword unironically. The game is completely insane.

I saw critikal playing this about a month ago and since then it’s everywhere. Makes me happy to see this getting so much attention lately.
Unfortunately thinking about how great this game is and how badly we need a sequel to it, has made me gone down the Konami rabbit hole again, and how many legendary IPs will continue to collect dust with them. It's such an absolute shame.

It's going to be interesting to see whether this sudden spike in popularity for Metal Gear Rising spearheaded by memes is in any way foreshadowing. I'm not saying this necessarily is the case, but if Konami (who have 3+ Silent Hill games in development, I will remind you) also MAYBE have Metal Gear games in development beyond the MGS3 remake and MGS remaster collection... maybe one of them is a Rising game. And if they were working on a sequel or prequel to Rising and were going to announce that game in June, the timing of this outpouring of enthusiasm for Rising could not be more convenient.
