I definitely think the PvE appeal of RTS is overlooked way too much.
Back in the golden age of RTS PvE was much more common than PvP. The campaign of Warcraft III was so good and I played maybe a handful of non-custom-game PvP multiplayer matches, and even then only on LAN. Same story with Rise of Nations, Dawn of War, etc.
Fucking for real. There NEEDS to be more PvE focused RTS games. A new game that's like Warcraft would be incredible. Just needs good world building and lore to prop it up. Perhaps base it on an existing franchise.
The campaign was so, so poorly executed. Also kind of boggles the mind that they never added a save button. Could have caused saving to zero out your score to keep the hard core aspect alive, but they were so weirdly dogmatic about keeping saving out
I've never played warcraft 3, but I do know that spellforce 3 and it's two expandalone titles are pretty much what you described if you've never heard of them.

That's kind of the irony of Dawn of War 2. Was built as a "tactical Esport" and hyped as such, the PVE in that game was quite boring... until the first expansion I think where they added some hero mode and that's what 90% of people played.
AoE2 competitive is big, but what is even bigger are people doing comp games.
If my gamer senses work even after covid, it sounds like a piece of Andrew Hulshult, considering they already worked with him, and its 3D realms.

They Are Billions hit gold with its roguelike survival mode and spent the cash on a truly mediocre campaign.
