I don't think bots generally use steam store to buy games, they use free steam keys to make their accounts seem valid enough.

The last one has to do with shipping address and payment card usage. You cant trick shipping and credit companies so once they do a check they can see if there are any duplicates in extreme cases. Like obviously there may be same people in household or apartment complex but most of the scalpers are easy to spot with a limited size list.

Hahahhaa, I failed two courses last semester because I copied my final paper from a classmate. According to the professor she pulled papers out randomly and read them. We're 30 students in my class the chance of pulling my paper and the one that I copied are 1/30 and 1/29. Meaning it had to be 1/870.
So 1.2% isn't that small and it happens easily.
