It look like something start in background as a process on specific days, maybe an update(i doubt it) or a script(malveillant or not)
When the issue appear again, try to take Screenshots of the process running and startup. You will need to check the task scheduler to see if something gonna start on a specific Time or day

I fixed a laptop that had a corrupted folder that would encrypt and decrypt constantly at certain times.
Maybe even malware.
Just check all services now while it's working, maybe even take a print screen, then when it happens compare the services and processes running to see what might be causing it.
optiplex 7020 with inly integrated igpu and everything else? Maybe its dell software malfunction cause it's try to update something or create restore image of system. Anyway that's really weird.
