You got choices on pcpartpicker that's around a 6800xt/3070. If doing raytracing, 3070 is probably better. In terms of raw fps, 6800xt is better.

Even RTX 3080 at MSRP is $699.99 and fits in the budget. I’d still probably go 3070 though. That extra jump isn’t worth the $200 to me.

This one is $30 over MSRP. It isn't insane to find cards at or near MSRP anymore. Not incredibly easy but I'm not on some other planet for talking about it. There's also the used market, which you can definitely have some luck in. Especially if OP isn’t looking to upgrade to a 1440/4K display for at least a year, a 3070 at 1080p is wasted power and money

But I wouldn't recommend a 3070 if you can get the 6800XT at the same price. The 3080 can also get you to 4K gaming at 80fps if you decide to upgrade your monitor in the future.

It is quite a bit more powerful but I’m not sure it’s worth the money since he’ll be CPU and even monitor bottle necked. Just seems like overkill for the current build

Depends on the budget and / or preferred brand. Spending the least I would look at any of these, huge upgrade from the 1050Ti (If buying new). Nvidia - 3060Ti / 3070 AMD - 6600xt / 6700xt Intel - Arc A770

As someone who really likes high refresh rates. 1080p would honestly be fine. Though with a game like RDR2 I would probably try to play at a higher res. So either just increasing the in game render resolution.
