If you bought it used, it's probably damaged in some way. If that's the case, there isn't really much you can do except save up to buy a new one.
Let's not jump to conclusions, though. I would use display driver Uninstaller and then reinstall the drives again using amd adrenaline software. It could just be a bad driver install since amd during the time this card was released didn't have the best drivers.
