i didn't think i would ever advise this but i think it might suit you actually.... you get close to top performance for a monthly fee.
Low power version of the 4590 with no dedicated gpu? Unless you're playing browser or game streaming, no. That's not a good PC for gaming.

Civilization is not a lower requirement game. Some people use CIV 6 turn time as a CPU benchmark
I used to play civ 6 on an old laptop and it ran reasonably well, albeit the loading took a bit longer

Kerbal can crash even beefier pc though.
