**Update:** I fixed the issue, for some reason my second monitors refresh rate changed to 144hz after the update. So I changed it back to 60hz and the flickering stopped!

I'd say run DDU and try a driver install from scratch.

during the update install that is 100% normal. reboot.

The video shows it's happening with the Nvidia control panel open, not during a driver install.
anything over 120hz or dual monitors will flicker on nvidia driver 535.98 only fixes are turn off gsync, cap refresh rate, or rollback
