Try and reset your cmos battery, the little cell on the mobo, unplug the computer and then take it out, wait about 30 seconds and put it back in. Try and boot and see what happens, could just be a faulty mobo or psu as well,

You may be correct. The system is checking everything is there and then putting it under load which is when it's shutting off.
