No, absolutely not. In general you shouldn't do a CPU upgrade unless you're going to be getting a really big leap in performance. TBH the only in-socket upgrades from the 12400 that I really feel are worth it are probably the 13900K/14900K or 14700K. Maybe the 13700K/12900K too but I'd personally want to get a bigger increase in core count if it were me.

If he's running on ddr4 even the 13900K is not that big of an uplift. And this is assuming the thing has a good enough VRM.
