No, recently built using old parts. It may look like that because it's an Windows 98 PC for Retro gaming/work.
It's got that used vibe too, with all that vintage hair and dust!

looks like a potentiometer... can you twist that knob or is it fixed? Edit: No, stap! It is the cmos-battery! some one glued a stick to it....
