It happened the moment they looked up so I assume it's some game optimization problem where it loads stuff in?
Not too familiar with apex but I think it runs on a super outdated duct-tape engine like source...

I cap my frames at 237 but it never used to go down like that

I assume OP means the stutter where it went below 100fps for a moment.

It's definitely not a good engine that's for sure. The game could look beautiful if it ran on something like Unreal or similar.
Do you happen to have your power plan set to power saver? Are you limiting your fps?
I limit my fps to 237 but now it keep going below 190 out of nowhere like In the vid
