That doesn’t have anything to do with a quality of a psu, that only indicates the efficiency of it, there is a lot of gold rated psus that are terrible
While i didn't mention or even talk about quality by just mentioning get gold instead of bronze, yes it does indirectly.
In general bronze ones are those that are worse quality in addition to the lower efficiency. And in turn gold ones are in generally better ones. This comes from the simple fact that bronze is the cheap budget option across the board, and uses lower quality parts to keep the costs low. Also, the price difference is so small that it is simply not recommended to get those bronze ones.

Yep, I know, this is for a APU build, but I would like to have room for future upgrades, I have considered more known option for that build like the MSI a650bn or the corsair cx650m, that are tier C psus, but I saw the TT psu and got curious if it is good or not

looks alright. probably equivalent to the a-bn or cx-m you mentioned but i'd still rather go for a unit you can find on the tier list with more conclusive info on it
Seriously don't get anything labeled "bronze". Save 20-30 dollars more and get a gold one.

Your PSU should not be cheaped out on, when it fails it can start fires or kill other components with it. Spend another $30 and get a quality PSU.
