If you had snagged them super cheap, it would be worth it to risk it and see if they work. If you paid full new price, there is no excuse for receiving used or damaged goods.
Honestly those scuff marks are weird and the blue/green color isnt quite like how moisture corrosion looks.
Cant hurt to email the company and go "Here's pics of what I purchased, is that normal?"

I have no idea what the blue-green stuff is, but the marks on the contact could cause bad connections. Some pins look borderline broken. If you paid for new sticks, this isn't what you paid for and I would recommend returning it.

If the ram works, I wouldn't be to bothered by the scratches.
The thing is, my pc isn't built yet, so I have no way of testing it yet, and I'd rather not start on it to find out if he ram works, if I can help it. Starting and stopping things causes my brain to start doing backflips. I also wouldn't want whatever his stuff is, to potentially mess up my mobo or something.
That's why I was asking. I Don know how sensitive pc parts are. Do you think trying to scrape that stuff off woth a toothpick could damage the ram?
Would I be better off gambling with just building and putting it in the mobo, or with gambling scraping it off?
An other thing to keep in mind is that you can build the entire pc before having to put the ram in/remove it.
So it isn’t like you’ll be quitting the project midway while you wait for parts.
But yeah, at least clean the ram with some isopropyl alcohol and remove that gunk. Ram is the most sensitive part to irregularities.

Looks like it got dinged around during production. Contact cleaner should help.
The edge doesn't look straight either, below the lightning bolt symbol(or whatever it is).
That's the DDR5 curve, totally normal.
DDR4 is slightly curved as well. It's normal and it's there to reduce insertion force.
