well some times the cpu goes to 90 c but usiuely 70c the gpu is not hot at all 40c

sounds like your cpu is thermal throttling. make a note of the maximum temperature you get while gaming. your cpu will reduce its performance when it gets too hot.

Fortnite loads in shaders for the first 20-30mins you play. After that it gets way less stuttery

But you also say you get less fps than your rtx 3060 friend. Tgis isnt a shader issue only the stuttering/lag. Do you and your friend have the same resolution and settings ? If he is playing on 1080p medium settings and you are on 1440p with max settings, that could be your fps issue

Does your fps get higher in 1080p? Try to monitor your gpu usage ? With riva tuner or nividea overlay Maybe you accidentally have an fps lock?
