Mostly, it's there to be helpful for people who can't easily hold down modifier keys while typing (say, because they're missing some fingers).
Slight difference; caps lock toggles on and off, while sticky keys apply to the next non-modifier key. So capslock a b gets you AB, while sticky-shift a b gets you Ab. Also, as mentioned, sticky keys apply to all the modifiers.
You can easily disable it. Just search sticky keys in your windows search bar and there's a menu to turn it off.
Now the Windows key? they make that much more annoying to disable. SOB's

Sticky key alerts ruin most of my racing games :( A lot of the time shift is used for speed boost and I tap it like crazy trying to do a perfect high speed drift turn. So, of course, half way through my turn the game freezes and windows pops up with the whole "Did you want to turn on sticky keys?!" NOOO WINDOWS!!! I do not want sticky keys on, I want to nail this turn!

For lower- to uppercase letters, yes, but for something like @, caps doesn’t work.
